I’ll be truthful, I haven’t managed to find out anything about these stencils.
There are three rings which make up the whole alphabet and the ‘&’ symbol. Each ring sits inside the other and I would think if this was for a machine it would have been a bit of a pain setting up because of the different sizes .
It is still an unusual item and I personally think it looks great just as a display piece
